lpv:spoken text	"The whole area of ship dismantling is one which although regulated, still does not work effectively. Regulations are systematically circumvented; indeed in 2009 more than 90 % of EU flagged ships were dismantled mostly in India, Pakistan and Bangladesh, usually using the beaching method which results in environmental damage. This has implications not only for the environment itself but for health also. The position of the rapporteur included supporting a mechanism to finance proper ship recycling coupled with a ship recycling plan for all EU ships and more explicit requirements on ship recycling facilities, I am supportive of this position."@en1
