"British Labour MEPs raised concerns with the rapporteur that specifying that Class D devices should be available on prescription only would prevent the UK from going ahead with plans to make HIV tests available over-the-counter. Although Labour MEPs are glad that the rapporteur agreed that Member States can make the decision to allow Class D devices without a prescription, we voted against all these amendments to harmonise prescription policy. Labour MEPs feel Member States should be free to decide on which prescription policies work best in favour of public health. In the case of HIV, many at-risk groups may not feel willing or able to discuss the issue with their doctor. Whilst counselling and advice should always be available, it is vital that we increase access to testing, given that one in four people living with HIV do not know that they have it."@en1
