"Mr President, when the PrĂ¼m Treaty was extended from the seven Member States to the rest of the EU, there were some concerns expressed at the time. First of all, it was seen as a sleight of hand by the previous Labour Government, which had not stood up for the UK concerns over this, particularly since we seemed to have the largest fingerprint, driver licence and DNA databases in Europe and we were going to start sharing that information with the other Member States, and with law enforcement agencies in countries where we were not sure that they had the ability or the capacity to reciprocate when we wished.
The reason we are discussing this, or have discussed it this week, is because some of those concerns have come true. It is quite clear that it is not working efficiently and that cooperative model is not working properly. Therefore, I welcome any attempt to try and improve the efficiency of that cooperation between Member States. We have to recognise the costs for those countries, including the United Kingdom, where we have much larger databases than other Member States. Therefore, let us hope that we can, by having this discussion this week, make sure that cooperation works better in future."@en1
