"I abstained on the resolution on the alleged illegal flights and detentions by the CIA in European countries because, although it is important that Member States seek clarification on and investigate these serious allegations, the recommendations in the report go beyond the principle of subsidiarity. It is up to national authorities and parliaments to investigate and seek clarification on these allegations, in accordance with their own legal systems.
Investigations are ongoing in the Member States concerned and there is no need, in the absence of substantive new developments in the matter, to reiterate direct accusations addressed to individual countries. I believe that the European Parliament has an important political role to play in increasing transparency about these sensitive issues and putting pressure on Member States to respect fundamental rights and the EU Charter of Fundamental Rights. However, I do not support new EU mechanisms to assess observance of fundamental rights in the Member States – effectively making Parliament a tribunal of judges."@en1
