"Mr President, after what we have heard, just let us remind ourselves that when people are fleeing persecution they do so, yes, because some are trafficked to find work in the European Union, but some because they are fleeing torture and persecution. Let us remind Marine Le Pen that the vast majority of the world’s asylum seekers are pouring into developing countries and neighbouring countries, vastly outnumbering the number of refugees and asylum seekers that come into the European Union. Some people need reminding of this simple fact. Commissioner, you mentioned that there is a vast Frontex operation since the GHA Council and you spoke very movingly about what you saw in Lampedusa. This is a problem for the people of Italy and Lampedusa. But it is also, as we can all witness now, a problem for this Chamber because since the late 1980s we have been assembling a Common European Asylum Policy here in Parliament – along with the Commission, because nobody should point a figure at the Commission. And yes, some people opt out of it. But the Mediterranean has been vast before this tragedy, yet Frontex and its assets have been meagre. The Asylum Support Office has not been adequately funded, the distribution key has not been in place, burden-sharing has not been happening – and that is because of the Council. If all procedures and reception conditions were in place, we would have had a comprehensive asylum policy, and a package that would have created a balanced asylum policy would now be in place. We would not have had this sticking plaster to deal with a tragedy, a terrible tragedy; and we would not have these reactions now which we have to put in place. So let us have now these emergency reactions at the next European Council; we call for this to be a priority. And let us then have the long-term policies put in place that we have been asking for in this Parliament and yes, the Commission have been supportive."@en1
