"Mr President, the Swedish situation was of course the stimulus for this debate, but clearly the debate has turned to all the national positions – Hungary, France and of course the fears expressed around my own country – and it illustrates one clear point: that the Roma people who are being tracked are all European citizens, people who reside in the EU and have the right to respect for private life enshrined in Article 8 of the European Charter of Human Rights. That is the crux of this matter. They are European citizens. That is why we must direct our efforts here in this Chamber to the questions that we have put to the Commission on discrimination and to the Council to investigate the situation in Sweden and elsewhere. But ultimately this is an opportunity yet again for us to redouble our efforts on the European strategy for Roma integration, to understand, in a sophisticated way now, that we have got logjams in this strategy, that we have heard about the budgetary and other restrictions, and that we need to make sure that we understand that the strategy is not working, why it is not working, and how we need to make it work to ensure that these problems are dealt with."@en1
