"On average around 26 000 flights are handled daily over Europe, 9.5 million flights per year, which makes the EU’s airspace one of the most congested in the world. It is by taking into account such facts that we can ensure safety for both our passengers and crews and consider issues such as pilot fatigue. Flight and duty time limits are specifically designed to make sure that airline crews do not become fatigued to the extent that it affects their ability to undertake their duties. The Commission’s regulation contains detailed limits and provisions which effectively address the safety standards for pilots, when considered as a whole package rather than a set of individual requirements. As a whole package, adopting this regulation will deliver significant improvements in flight safety across the EU. Its enforcement would require airlines to manage pilot fatigue actively, rather than using their own set limits and it will also give national aviation authorities regulatory tools to ensure fatigue is being managed properly across Member States. The Commission’s proposal is very similar to the current UK regulations governed by the Civil Aviation Authority and is stricter than the current rules found today in countries such as Germany and France."@en1
