"Mr President, when I take walks in my constituency of London along that marvellous river, the River Thames – whether it be in the East End of London, parts of Dagenham or Tower Hamlets, Canary Wharf, or I walk through the centre of the London all the way out to the south-west, to Kingston and on to Hampton Court – I see many people enjoying the pleasures of being on the river and using personal watercraft, to give it its technical name – a non-technical name would probably be boats – sailing away, enjoying the day. I am sure they will be very reassured by our vote today to think that they can now sail away in safety. As the great philosophers, Deep Purple, once said, ‘if you’re drifting on an empty ocean with no wind to fill your sail, the future, your horizon, it’s like searching for the Holy Grail’. They will be grateful for what we have voted on today and I am sure they will sleep safer in their beds."@en1
