"Mr President, on 17 April 2013 Parliament, almost by tradition, decided to postpone discharge to the European Council and the Council for the implementation of the budget of 2011. I voted in favour of the refusal of the discharge, in other words in favour of the report. There was a full consensus among all of the groups on this.
The Council interprets the rights of the discharge authority differently and continues to refuse to cooperate with Parliament with reference to the 1970s gentlemen’s agreement. However, it is very clear that the Council needs to be held to the same level of accountability as other institutions. At present this is not the case, so sadly Parliament was left with no option but to vote to refuse the discharge of the budget of the European Council and the Council.
During the Irish Presidency, the then Presidency proposed that we establish an interinstitutional working group to negotiate possible solutions to the Council’s discharge. I would encourage the Lithuanian Presidency to implement this proposal so that we can avoid this habitual problem."@en1
