"Mr President, by 2050 it is estimated that the world’s population will have increased by 2 billion people. At that stage, Europe will be 6 % of the world’s population. In those circumstances, I have to ask, as an Irish MEP, will Ireland be better off having a bilateral agreement with China or as part of an EU agreement with China and building on the back of that? I have no doubt that the answer is to build, as part of a 500 million strong bloc negotiating with China. There is no EU-China agreement, there are 26 agreements with China – and I believe this is a timely review of these arrangements. Yes, there is asymmetry in trade and that needs to be addressed.
However, in the area of services, I think there is an opportunity for us, particularly under the Development Cooperation Instrument, to build and to encourage investment in services both ways. Under the Development Cooperation Instrument we may not continue geographic aid to China indefinitely, but there may be an opportunity for thematic aid, because there are parts of China that do need assistance. But there are two areas in particular – urbanisation and challenges with languages – where I believe the European Union could assist China and, in return, we could benefit from mutual arrangements with China in the area of tourism. I would like services to receive some highlighting in this agreement."@en1
