"Madam President, the latest progress report on ERA shows that there is still work to be done. But some countries are significantly more advanced than others, and whilst Member States who are lagging behind do need to step up their efforts, the decision on exactly how they do that needs to be left to the Member States themselves. The possibility of an ERA framework directive has been discussed but I am concerned that a one-size-fits-all legislation may not be the solution, as governments, universities, research centres and industry need autonomy to achieve the aims of ERA without jeopardising national and global research priorities. Commissioner, your own impact assessment has highlighted additional administrative and compliance costs which could be incurred. We have worked so hard on Horizon 2020 to cut red tape and to reduce costs and the administrative burden in order to encourage organisations to participate in research. So let us be really careful that we do not put back those burdens and those costs through another directive."@en1
