"This report regarding the effects of budgetary constraints for regional and local authorities on the EU’s Structural Funds expenditure in the Member States calls for the Europe 2020 goals and the financial crisis to be separated. I voted in favour, because the financial crisis should not detract from investing in future goals such as employment, innovation, sustainable development and the low-carbon economy. The report stresses the need to strengthen the capability of regional and local governments, and to reduce red tape to create more efficiency. Another proposal is to increase cooperation between budgets at national and European levels so that the roles and responsibilities of each are clear and do not overlap. Community-led local development for local strategies to create smart and sustainable job growth is, I believe, a vital part of European goals. I support the suggestion made in the report that these goals should not be included as part of the Stability and Growth Pact, because the spending is focused on Europe 2020 goals and increasing competitiveness, growth and job creation. Future generations should be able to benefit fully from the completion of these goals."@en1
