"Mr President, this report raises the question of the way in which regional authorities across the EU deal with the difficulties of implementing the Union’s cohesion policy. I voted against the report because these difficulties are increasing as governments around the EU struggle to implement austerity policies. I acknowledge the report’s good intentions but I am very uncomfortable with many of the details as they relate to financial probity and prudence.
It seems foolish to even consider the feasibility of excluding Member States’ expenditure on co-financing of EU cohesion projects from the fiscal disciplines on debt and deficits. Those measures were agreed by this Parliament for very good reasons, and you do not cure the patient by withdrawing the medicine too soon. I understand that many regions, including one that I represent, are struggling, but that does not mean to say we should let them take more control or be less disciplined with their finances. I understand the wish for growth but this is not the way to achieve it. More fiscal federalism is not the answer either.
This report raises significant political concerns, particularly for those Member States outside the eurozone."@en1
