"Mr President, very rarely do we get the opportunity in this Parliament to discuss something which really gets into the very fundamental reasons for why we are here and what the purpose of regulation and legislation is, and this one will certainly make people think because I, like everyone else, want to stop people smoking.
I am an ex-smoker. I suspect many people in this place are and there is nothing better than an ex-smoker in terms of proselytising about giving up, but I do think that we need to be sensible about it and we need to help people, not force them. So, personally, I have two objectives here. The first is to stop young people from starting smoking and the second is to help people give up. It is on those particular axes that I was making decisions on voting here and most particularly on e-cigarettes, which is where I think the rapporteur went horribly wrong, because there is no evidence that e-cigarettes start young people smoking, so it does not help me on that one, and there is plenty of evidence that it helps people to give up. So I am delighted that we were able, on Amendment 117, to make sure that e-cigarettes were not medicalised."@en1
