"The Maritime Labour Convention (MLC) aims to reduce the likelihood of accidents due to failing standards through a global and comprehensive monitoring system. This Directive is intended to ensure that Member States start implementing MLC provisions with the help of the EU and would make Member States responsible for all the ships flying their flag. One warning however is that this Directive should not reduce the level of protection currently in place and enjoyed by seafarers. Flag States can adapt monitoring mechanisms on all ships of less than 200 gross tonnage not engaged in international voyages. States need to make sure that seafarers have access to this Agreement. Authorised monitoring staff should be competent to conduct these inspections. The inspections may be carried out by public institutions and Member States will provide the International Labour Office with a list of these institutions. There should be a procedure for dealing with on-board complaints. Member States are to notify the Commission of the text of the main measures of national law which they adopt in the field covered by this Directive."@en1
