"The world’s 100 000 strong merchant fleet transports 90 % of global trade. Each year, 2 000 merchant sailors perish at sea, gaining very little public or media attention. This Directive updates Member States’ responsibilities with regard to enforcing the International Labour Organization’s 2006 Maritime Labour Convention, which was transposed into EU law in 2009. This Convention sets down minimum standards in relation to health protection, medical care, welfare, conditions of employment, accommodation, recreational facilities, food and catering for seafarers, irrespective of their nationality. Under this new Directive, Member States must establish effective inspection and enforcement mechanisms to ensure that the working and living conditions of seafarers, on ships flying their flag, meet the basic international standards, as well as the higher EU standards. Seafarers must be able to report breaches of the rules on board ships, and such complaints must be handled fairly, effectively and promptly. We still need to ensure better protection for seafarers employed by a manning agency in one country, working, in international waters, on a ship owned by a company registered in a second, which flies the flag of a third."@en1
