lpv:translated text	"As is known, in order to encourage a more strategic approach to decision-making, the EUʼs 2010 Budget included a proposal from Parliament for a pilot project to set up an inter-institutional system identifying long-term trends in major policy issues facing the EU, resulting in the European Strategy and Policy Analysis System (ESPAS). Following completion of the pilot project, it was agreed in the 2012 Budget to authorise the project to move into the next phase, as a preparatory action for the three years 2012 to 2014. Although the report welcomes the outcome so far and recommends exploring more in detail the design of specific mechanisms for promoting closer working cooperation between the research departments of the various EU institutions and bodies, I abstained, since the report resembles a declaration rather than a report for reportʼs sake."@en1
