"Mr President, I have no doubt at all that electronic cigarettes could set millions of non-smokers on the path to nicotine addiction, and should therefore be regulated as medicinal products. It is clear that less than a decade since their first appearance they have already become a multibillion dollar industry, with the major tobacco giants snapping up the key e-cigarette companies and with glamorous movie stars appearing in advertisements, former Playboy models now advertising cigarettes, and huge full-page advertisements.
This is why Norway and Brazil have banned e-cigarettes altogether. This is why we should be clear that these e-cigarettes are not a pathway to giving up smoking. They are a gateway to taking up smoking."@en1
