"Mr President, as negotiations continue, I would urge the Commission to reverse its position on the participation of Israeli businesses and institutions in the West Bank within the Horizon 2020 programme. The new guidelines announced in July would threaten Israel’s overall participation in the whole programme. This would directly impact on EU consumers. It would leave Israel bereft of investment in areas where it has historically led the way. Medical research, pharmaceuticals and horticulture are only a few of the sectors that would be damaged. It would also damage the employment prospects for local Israeli and Palestinian communities. The new guidelines could also hinder the ongoing Israeli-Palestinian peace negotiations, acting as a backward step for diplomacy. Israel invests approximately 4.5% of its GDP in research and development, the highest ratio of any country in the world, and consequently I believe that these current plans would disadvantage both Israel and the EU alike."@en1
