"Mr President, I just want to explain to the House the four reasons why I decided to object to the comitology measure and why my Group is now supporting the resolution.
The first reason is timing. Parliament received this measure from the Commission on 19 July, just after we went into recess. The deadline for objecting was 3 September, one day after we came back from recess. I hope you and your services will look into how this can happen, that we can be asked to look at these things when Parliament is not sitting. We need to change that. The Commission reassures me that it was not trying to pull a fast one, but it really cannot go on like this, not giving colleagues proper time to scrutinise measures.
Secondly, we are just beginning a new co-decision procedure looking at the whole issue of meat hygiene inspections after the horsemeat scandal. We have started that process, we have a rapporteur, we have a hearing next Monday in our committee. Why, then, is the Commission changing something fundamental so late now? People are suspicious, and I think they are suspicious because we have seen attempts over recent years to deregulate meat inspection.
Thirdly, we are not alone. We have support on this from the Federation of European Vets, the European Consumer Organisation BEUC, the Eurogroup for Animal Welfare and the European Association of Meat Inspectors. They believe that this should be looked at properly with a full public debate, and not be rushed through this week.
Fourthly, I do not understand why the Commission chose only one of the measures. Yes, it is true that the European Food Safety Authority did say that one of the measures, visual-only inspections, could help, but only as a package of measures and not as a standalone measure. They said the head should be removed from the pig and that then you can move to a visual-only inspection. But the Commission chose only one of these measures.
So, Mr President, I think it is extremely important that Parliament objects tomorrow, and that we have a proper debate and take this issue as part of the co-decision procedure."@en1
