"Most people advocating a more humane system for the reception of unaccompanied minors in Ireland would acknowledge, I think, that improvements have been made by the HSE since 2004. Unaccompanied minors are no longer placed in unsupported hostel accommodation but with foster families and supported lodgings, and they take part in the education system. However, on turning 18 these young people lose the right to care and education. They face removal from foster families, being placed in direct provision, and potential deportation. Recent research by UCD lecturer Muireann Ni Raghallaigh found that that these young people dread coming of age because of the loss of stability and certainty in their lives. Further reforms are clearly needed, such as independent advice to help unaccompanied minors and their carers deal with the asylum system, better inspections of foster homes and supported lodgings, an independent complaints procedure, and proper aftercare, including the right to continue their education; the best interests of the young person must be paramount at all stages. There is much Member States can learn from each other. The Commission should now produce strategic guidelines, as recommended by this report, to better protect unaccompanied minors across Europe."@en1
