"This is yet another attempt to seek further integration of defence and security matters across the EU. I submitted 19 amendments in Committee, none were accepted. The report contains some useful analysis as to the importance of global maritime flows and the dangers posed by proliferation of illegal maritime non-state actors. However, it also argues that a ‘European maritime security strategyʼ is needed to ensure an ‘integrated and comprehensive approachʼ to dealing with threats and suggests the financial crisis should be seen as an ‘opportunityʼ for greater integration of maritime policy. It calls for the creation of ‘a truly European coastguard functionʼ. We do not support EU-flagged armadas, particularly when these merely call on the same naval assets already engaged on actions in NATO tasks. The ECR Group therefore voted against this report."@en1
