"Mr President, governments and regulatory authorities are constantly playing catch-up with new technology. Nobody cares these days what the regulations are on steamboats or analogue telephones. If we simply turn off the regulatory tap, eventually the regulation withers away. That is why, in this Chamber, we find ourselves constantly rushing to regulate whatever new activity appears on our horizons – in this case the Internet. Why do we not just experimentally try assuming a presumption of innocence, assuming that things will flourish on their own without needing to be directed from Brussels? Maybe – just maybe – unregulated and illegal are not synonymous."@en1
