"Mr President, I think this report on access to genetic resources and the fair and equitable sharing of benefits arising from their utilisation in the Union actually goes to the heart of a very interesting dilemma.
What about those who invest time, money, resources in advancing technology – in this case genetic technology – and what about those in the wider populations who would benefit if they actually had access to some of these resources or the research that derive from that technology? And the question we have to ask ourselves is: is it right for it to be mandated in a particular way at EU level or is it right to let the market do its job? At first, as it starts off, only a small number of people have access but over time, as the technology develops, the prices come down and everything can become more widely used.
My preference is for a market approach, as so often happens with successful technology."@en1
