It is not for want of trying to tell them. The budget of that office has grown this year to EUR 9.5 million, but the basic function of an Ombudsman, which is to inform a citizen of his rights and deal with grievances against the governmental system, depends on some relationship between government and government, on some sense of citizenship, on some sense of belonging, and the reality is that almost no one has such a sense vis-à-vis the European Union in the way that they have vis-à-vis their national authorities.
