"Mr President, this report on youth unemployment makes a number of good recommendations, such as a focus on high-quality education, training and work experience and a one-year relief plan to tackle youth unemployment where its level in a Member State is greater than 25%. It also speaks of the use of the EU Loan Guarantee Facility.
These are all good initiatives but two issues stand out in my mind. Entrepreneurs create jobs, and we need to recognise this aspect: it is just as important as any of the other issues I have mentioned. In the EU institutions we do not balance the ideas of supply and demand when it comes to creating employment. Also, job creation does not occur in a vacuum and, especially in countries which are undergoing austerity programmes, flexibility must be part of the solution.
Procyclical economic policies across the EU with divergent economies are a recipe for a grinding flat-lining of growth, and all the other laudable measures in this report will amount to knocking our heads against a brick wall."@en1
