"I voted in favour of this report, which amends the current law on renewable energy and fuel quality. The current legislationʼs targets on the proportion of energy that should come from biofuels has led to Indirect Land Use Change (ILUC), which sees more land turned over to agricultural production in order to meet the demand for crops that can be used as biofuels. This leads to a loss of habitats and biodiversity and rising food prices, which in turn means that increasing numbers of people cannot afford to eat. The report will impose a cap on the proportion of our energy that can come from crop-based biofuels and will ensure that increased emissions as a result of ILUC are taken into account when calculating the potential greenhouse gas savings of biofuels. However, Labour MEPs were disappointed that Parliament approved an amendment to set the cap at 6%, rather than the 5.5% we were calling for. We are also concerned that ILUC factors will not be binding until 2020 and that this much-needed legislation will be delayed after Parliament voted against beginning negotiations with the European Council."@en1
