And the Commission contribution to this is vital because the central purpose of the next round of Treaty reform is to transform the Commission to be a democratic, federal government of a fiscal union. We have to put the Council of Ministers in order and adjust the role of the European Council. And, if we are to start the Convention, as we expect to be able to do in the spring of 2015, it is this Commission and this Parliament which have got to prepare the ground thoroughly."@en1
