"Mr President, firstly I would like to thank Isabella Lövin for her work as rapporteur on this important alignment report. There is no doubt that the European eel stock is at an historic low. In 2007 the European eel was included in the CITES Appendix II and in 2009 eel was listed in the IUCN Red List of Threatened Species.
The 2007 EU regulation requires each Member State to implement individual management plans to achieve the objective of restoring the stock to sustainable levels – and I want to expand on ‘sustainable’ later. A range of measures included limiting fisheries, making it easier for fish to migrate through the rivers, and restocking suitable inland waters with young eel.
Regrettably, an Irish management plan introduced a complete ban on eel fishing affecting the Shannon, the Corrib and Lough Erne and this ban is extremely unfair on fishermen as they have received no compensation for their loss of income. The ban is also extremely questionable as the eel stock in Ireland has continued to decline in the period 2009-2011.
Sufficient numbers of eels were destroyed by the Ardnacrusha hydroelectric station on the Shannon, despite the efforts by the Electricity Supply Board to trap and transport them above the turbines. A positive example of how to manage the stock in a sustainable way is the Lough Neagh Fishermen’s Cooperative Society in Northern Ireland. Since the mid-1980s they have embarked upon a restocking programme from when they first had evidence of a decline in recruitment.
Finally, my group has decided to reintroduce a single amendment which was narrowly defeated in the Committee on Fisheries. It calls on the Member States to consider support for fishermen to help them diversify in the event of any Member State deciding to ban the fishing of eel.
In conclusion I want to refer to the importance of sustainability, whether we speak about eels or about demersal or pelagic. But I think of pelagic and I think of mackerel. I would just remind the Commissioner that in the Committee on Fisheries on 10 July she gave us a commitment that she would take the necessary action in relation to the North-East Atlantic and the notification would be issued. I am not referring to Atlanto-Scandian herring, I am referring to mackerel. That decision was to have been taken, notification was to have been issued, before the summer break. It is a long summer and we have heard nothing since, Commissioner."@en1
