"Madam President, when speaking of youth unemployment, the popular rhetoric of the moment is to speak of a ‘lost generation’, a generation without opportunity or hope. However, when meeting and talking with young people it is clear that no young person wishes to be labelled in this manner, or to be sidelined while the economic and social crisis and recovery is waited on to come to an end. The figures regarding unemployment among young people are horrifying. However, the situation is even worse than it seems. The true reality of unemployment has been masked by immigration, particularly in the case of my own country, Ireland, and the large number of young people returning to, or staying in, the education system. There is also a tier of young graduates currently searching for work, who are highly qualified yet unable to secure meaningful unemployment, receiving social welfare assistance or registered as unemployed, which should be factored into the debate. The European Union, Member State authorities, educators, industry and policy makers have a collective responsibility and obligation to offer this generation more than the label of a lost generation, and to take them out of the limbo situation which they currently find themselves in. For the next EU strategy to be effective and respond to the needs of European citizens, it is essential that we as policy makers engage with young people. As highlighted by young people themselves, the rise in precarious forms of employment, with short-term and part-time contracts and unpaid work placement schemes often replacing existing jobs, is a significant obstacle for their generation at present. Aside from the economic and social effects of the job crisis, it is also seriously impacting on young people’s capacity to lead independent and fulfilling lives. Vulnerable groups and disadvantaged youth are at particular risk of social exclusion and being left behind both socially and professionally. I support the message in this report that, even with the best intentions for Europe’s young people, very little has actually been done to definitively assist, support and empower them. We have had plenty of talk and plenty of proposals but these must now be turned into real action. We must adopt the two as we have to work for young people now, not at some undefined future point."@en1
