"I voted against this report for one reason: I do not agree with the call for payment systems to act as a means of stopping people from gambling on illegal websites. We should not use credit card companies and companies like Paypal to "police" the internet. Payment providers may have to block such transactions but the decision to do so should come from a court or competent body (according to the Member State legislation). However, I do of course agree that illegal gambling websites should be blacklisted and stopped from functioning and that action needs to be taken to try and address the problems. That is in the interests of my constituents in Wales like those across the EU."@en1
