"Madam President, Article 26(3) of the Universal Service Directive provides that ‘Member States shall ensure that calls to the single European emergency number “112” are appropriately answered and handled in a manner best suited to the national organisation of emergency systems’.
Citizens need to feel secure, they need to feel confident when they ring 112, because it could literally be a matter of life or death. Therefore we have to be able to guarantee the quality of the service. I believe the only way we can guarantee the quality of the service is to gather and publish data on how well it works.
In that context I would like to ask the Commission: have the Commission or Member States compiled data on the time and effectiveness of answering and handling calls to 112 and other national emergency numbers for each Member State? How does the Commission ensure the effectiveness of answering and handling 112 calls as compared to national emergency numbers? Finally, Commissioner, for whatever data we have, did the methodology used guarantee the independence and objectivity of the comparison and where has that relevant data been published?"@en1
