"Madam President, in a way it is disappointing that yet again this Parliament has to keep pressure on the Commission on this crucial issue. I pay tribute to colleagues who have worked on this but – given that the Universal Service Directive, on which I was the rapporteur, was passed in 2002 and called for the full implementation of 112 including caller location information, and that this call was supplemented by my report on reforming universal service provision in 2009, and also by Mr Schwaab’s contribution to the Consumer Rights Directive – is it not about time that Member States stepped up to accept their responsibility? I want to talk about something that my colleagues have not talked about, which is this question of caller location data, offering the fantastic possibility of additional information to help people in an emergency. It will be vital indeed for the eCall services which Mr Bennion talked about earlier. Provision for this was clearly in the 2002 text, and Member States were asked to get together to come up with common technical standards for reliable, speedy and accurate information. They have yet to do so, although we know the necessary technology is available. I insist that the Commission should get its act together on the technical standards for caller location, in conjunction with eCall, as soon as possible, and that we should not accept any further unnecessary delays."@en1
