"Madam President, how many European citizens, including UK citizens for that matter, know that wherever they are in the European Union they should be able to reach emergency services using the 112 number? And I do say ‘should’. It is one of the really concrete tools that we offer citizens and it can protect, it can help their security when travelling around Europe and even save lives in certain circumstances.
But there is a big issue of awareness of 112. The citizen is simply not aware of this service. There is also a big problem with the Member States and their implementation. The Commission has so far launched 17 infringement procedures against 15 countries, due to either lack of availability, lack of caller location, or inappropriate handling of 112 calls.
The implementation of 112 is crucial if we also want to development eCall, as Mrs Sehnalová has just pointed out. This system is installed in cars and it is triggered if an accident takes place. We need to make sure that Member States improve the functioning of 112 so that it is able to handle these automatic calls from cars before – and I have said this in previous debates – before it becomes mandatory for all new cars to have this system installed.
A further point is mobile coverage. Given that you still need to be able to make a mobile phone call to reach 112. I would like to ask the Commission two questions: have the Member States really made their systems ready to deal with 112 calls and eCalls and, also, given the massive cuts in the Connecting Europe facility, what are the future plans of the Commission with regard to mobile coverage across Europe, particularly in rural areas where we know that currently mobile coverage is very patchy?
This system is simply not going to have the confidence of the people if it does not work simply because in many areas there is no mobile coverage."@en1
