"Mr President, I would like to begin by expressing my sympathy for our neighbours and colleagues in central Europe who were affected by the recent flooding natural disaster which wreaked devastation on parts of Austria, the Czech Republic, Germany, Slovakia and Hungary – all countries I know well. Indeed, according to the Greater London Authority, my own constituency, flooding is also one of London’s highest risks, threatening more than 680 000 properties across the UK capital. I am therefore particularly supportive of any initiative that seeks to simplify the EU Solidarity Fund and helps to increase critical drainage infrastructure and enhance flood-control measures. It also must be noted that respect and flexibility should be afforded to individual EU Member States who are best placed to judge their own distinct needs and peculiarities and can consequently select the most suitable projects for flood prevention within their own national borders. Primarily I believe that prevention is more effective than the cure, and disaster preparedness is absolutely fundamental to this concept."@en1
