"Responding to various cross-border health threats we have encountered in recent years, such as avian flu and E. coli, this legislation will bring in new forms of cooperation on preparedness, response and epidemiological surveillance. We need to enhance the EU3s resilience, anticipate such health threats and put measures in place to respond to them. The 2011 E. coli outbreak showed flaws in the existing system, including a lack of coordination, resulting in countries incorrectly assigning blame for an outbreak before facts were established. I believe that, in some cases, where multiple countries are affected, there is a coordination role for the European Commission. One notable factor in recent health threats has been the clear link to animal health, through incidences of zoonotic infection. Joining this framework to the veterinary sector has been a key victory for the Parliament in negotiations. Our anticipation of the possible threat from the H7N9 avian flu strain will hopefully be improved by this legislation. I hope that any Croatians paying attention to their first set of votes in the European Parliament might look, and think ‘yes, this is what it’s all about, Europeans working together to take on common problems, this is why we are here’."@en1
