"Some recent cross-border threats to health, such as the H1N1 crisis in 2009, the Icelandic volcanic ash cloud, and the outbreak of E. coli in 2011, made it clear that the existing instruments at EU level for monitoring threats to health, their notification, risk assessment and crisis management are insufficient. In this report, the scope of the law is widened to cover all serious cross-border threats to health, except for those caused by radiological or nuclear exposure. The proposal refers to the importance of the existing Early Warning and Response System, common temporary measures, joint procurement of vaccinations and coordinated assessment of threats. The measles epidemic in Wales has highlighted the importance of EU-wide action, which is why I have called for an awareness-raising campaign on vaccination. I voted in favour of this report, as it will help to protect my constituents and will assist the authorities in jointly tackling any serious future cross-border threats to health."@en1
