"The Emissions Trading Scheme (ETS) has helped to make Europe a world leader in fighting climate change. However, the reduction in industrial output since the economic downturn, combined with an earlier over-allocation of carbon credits, has led to a dramatic drop in the price of carbon and means the scheme is now in danger of collapse. This report allows the Commission to temporarily withhold some permits, with the aim of pushing the price of carbon back up and thereby getting the scheme back on track. A higher price of carbon would be an incentive for investment in clean, low-carbon technology, which is vital if we are serious about tackling climate change. I voted in favour of this report last time it was before Parliament, when it was narrowly defeated with the help of UK Conservatives voting against their own government. The revised report that was adopted today will allow the Commission to delay the release of permits but adds certain safeguards, such as setting a limit of 900 million allowances that can be held back and measures to provide extra support for energy-intensive industries and for a transition to a low-carbon economy."@en1
