"The EU’s Emissions Trading System (EU ETS) is one of the cornerstones of our climate policy. Its creation demonstrated that the EU could be at the forefront of tackling climate change and reducing industrial greenhouse gas emissions in a cost-effective way. However, since the creation of the EU ETS, there are still imbalances, such as a significant surplus of allowances due to the over-allocation of credits in the first two rounds of the ETS and a substantial in-flow of external emission reduction credits from the Clean Development Mechanism (CDM). The main issue – backloading – means delaying the auctions of some allowances, which should be a temporary measure and not a solution to the problem. That is why I support the rapporteur’s assertion of bringing certainty to the markets and helping the EU avoid missing its carbon reduction targets. I welcome too the fact that the report acknowledges that many EU industries have invested in clean technologies and that it is pertinent to send a clear message to the world that this is the kind of economic growth that we want to promote in Europe. I therefore voted in support of the report."@en1
