"Mr President, as the rapporteur, I feel I must raise the clinical trials regulation with the Lithuanian Presidency. All stakeholders agree that this regulation is desperately needed. The number of clinical trials carried out in the EU dropped by 25% between 2007 and 2011. That is really bad news for skilled jobs in medical research and bad news for patients who want better medicines. Pharmaceutical companies are going elsewhere to trial new drugs. We have to make clinical trials simpler to conduct by reducing bureaucracy and facilitate cross-border research, which is vital for rare diseases, whilst keeping patient safety and good medicine at the heart of the legislation. An extremely important part of that is to increase transparency. We must know trial results, whether they are positive, negative or inconclusive. I have negotiated a balanced Parliament position that will make trials more affordable, efficient and transparent and Europe a more attractive place for pharmaceutical companies, non-commercial sponsors and patients to take part in clinical trials. The report was adopted unanimously and all political groups supported my mandate to open negotiations with the Council. But we are up against the clock to agree this regulation in this Parliament. We need to finish negotiations by December. This is really too important for us to lose. I know it is a priority for the Lithuanian Presidency. What I really want is assurances from you that negotiations will be concluded under your Presidency."@en1
