"Madam President, you will be the last full chairman of the European Council before the next European elections. Europe is still in crisis and many people see the EU as out of touch and expensive. Madam President, you do not have an easy job, but I would ask you just three things.
Firstly, embrace reforms. The single market is meant to be a free market, not a protectionist one. We need growth, so why do our policies on energy, the environment and employment make us less competitive, not more? Secondly, please respect individual countries. One-size solutions do not work. When we say it is time to stop ever-closer union, it is because we think decisions need to be taken closer to the people they affect. Thirdly, please trust the people. Next year’s European election in the UK will be the first step towards a referendum. As someone who believes in freedom, I believe it is also right to give people a choice."@en1
