"This report from the roadworthiness package sets common minimum standards on vehicle technical checks (the MOT in the UK) as well as for training and skills for inspectors. All EU Member States already enforce mandatory inspections on the roadworthiness of vehicles at specified intervals but this proposal aims to ensure that the timing and quality of these checks is consistent across the EU. The new rules will not lead to significant changes for motorists in the UK as they are largely based on existing UK standards. The proposal also includes measures to help combat mileage fraud. By setting these minimum standards, the aim of the roadworthiness package is to improve environmental protection and road safety, contributing to the EU’s target of halving road deaths by 2020. Although I supported the package overall, I joined other Labour MEPs in voting in favour of an amendment to exempt caravans and trailers below 3.5 tonnes from the rules on the basis that this would be an additional financial burden for families and businesses, while having a very limited impact on road safety."@en1
