"Mr President, I also welcome the Kuhn report today on the roadworthiness package. Safety is, of course, paramount on our roads and it should be a priority of this Parliament.
But, like others in this debate, already, the one area of concern I have and where I disagree with the report is the inclusion of trailers up to 3.5 tonnes in the scope of Ministry of Transport (MOT) testing. As someone who has driven pickups and trailers for many years, I am far from convinced that this is a necessary step or indeed that there is evidence to support the widespread move to MOT testing of all trailers under 3.5 tonnes.
I believe a simpler and less bureaucratic approach is better implementation of rules on safe loading and securing of cargo and a tightening of the rules on roadside checks and inspections by the police. I hope that in the negotiations this point will be looked at again and, when it does return to Parliament, we see 3.5 tonne trailers excluded from MOT testing."@en1
