"Mr President, there is no doubt that youth unemployment is the greatest challenge facing the EU, and Ireland in particular.
I welcome last Friday’s agreement between Council and Parliament to frontload the EUR[nbsp ]6[nbsp ]billion budget for tackling youth unemployment in 2014-2015. I particularly welcome that the Council has conceded to Parliament’s demand on flexibility so that unspent EU funds can continue to be put into youth employment measures from 2016.
Proper implementation of the Youth Guarantee will be crucial. I have met with many organisations working with young people from Tallaght, Ballyfermot, Coolock and Balbriggan. They have emphasised the necessity of focusing on what young people need and to ensure that we address shortcomings of existing ESF-funded projects. If the Youth Guarantee is to work then we must consult widely with grassroots organisations in drawing up plans.
But we also need the learning from pilot projects, and I am calling on the European Commission to announce the results of the Youth Guarantee pilot projects without further delay. Project applicants like Ballymun in Dublin applied last year and have been waiting since last April for the results. It is imperative that the momentum which is now behind the Youth Guarantee is maintained and that we give hope to young people and show them that Europe can deliver for them."@en1
