"Mr President, I would just like to briefly comment on two reports: the periodic testing and the roadside checks.
Firstly, on the Kuhn report, we all agree that we need good safety standards across Europe and I think that there are some areas that have still not been addressed. On a positive note, I am relieved to see that the testing on classic cars, motorcycles and agricultural tractors has rightly been left to the competence of the Member State. There is no evidence to suggest that the inclusion of caravans – a six billion pound industry in the UK – and light commercial trailers would benefit from a road safety angle. We should be encouraging our leisure and tourism industries, not penalising them.
I have also voiced concerns that this report could potentially prevent over 20[nbsp ]000 repair garages in the UK from effectively carrying out inspections and, as a result, would undermine our UK MOT system, which is robust.
On roadside checks, inspections need to be targeted on heavy goods vehicles and not vans and Member States’ subsidiarity must be taken into account.
To conclude, the British Conservatives will not support the reports as they currently stand as some of the proposals are, unfortunately, still ill-conceived and unacceptable. They are over-prescriptive, too burdensome and too costly."@en1
