In general, I think most people welcomed the establishment of the External Action Service. It was going to cost money, which it did, but it was also supposed to make savings for Member States. When it first started there was a lot of criticism, particularly of the High Representative for Foreign Affairs, Baroness Ashton. Some of it may have been a bit extreme, and I think most people would agree that she has gone from strength to strength during this parliamentary term. She deserves credit for her many good works, particularly in recent times.
The services are now kicking into action. They are being formulated and they are being coordinated. In my opinion it is now time for Member States themselves, including my own Member State, to cut back, as Mr Posselt said, on many of the embassies they have around the world and to make use of the European services."@en1
