"Madam President, while congratulating the Commissioner, particularly, on the successes of the Millennium Development Goals, which was a grand attempt in 2000 by Kofi Annan and others to create a platform for poverty elimination, we must also not pat ourselves too hard on the back because we will probably fall flat on our faces.
One of the reasons why we have succeeded in achieving the MDGs is because of growth – growth in the developing countries themselves. These, on average, have grown by 6 % a year, with every 1 % increase in GDP per head equivalent to a 1.7 % reduction in poverty. If we can encourage growth and wealth creation in our developing country partners, we will automatically eliminate poverty. It is a lack of growth that creates poverty. Do we have to look further than the European Union itself? A lack of growth has created 27 million people without work.
So if we can change the way we approach our development poverty elimination programmes to create the conditions for economic growth in our developing country partners, we will succeed in creating that unique combination of self-sustainable growth and poverty elimination. It is a very important aspect of the future that we have to look to. China, for example, has removed almost 630 million people from the poverty trap. Two-thirds of the world’s poverty reduction has happened in middle income developing countries. They will now have a more structured way to look at where these people are, how we can reach out to them and how we can encourage growth in those sectors."@en1
