"Madam President, I would like to thank our colleague Filip Kaczmarek for the work he has done on this report, and the Commissioner for his sentiments which I support. I think we need to take stock, and we need to tell people the good news about development aid. If we do not do that, particularly in times of austerity, we are not going to carry people with us for the next phase. So I think we should reflect the World Bank’s current prediction that two out of three developing countries will meet the Millennium Development Goals. Poverty has already been cut by half, thanks to governments, global agencies, NGOs, the private sector and communities working together. This year in Zambia, for example, overseas development aid accounts for only 3.5% of the budget. The figure 10 years ago exceeded 30%. The point is that we need to tell people about the progress that has been made. More specific examples of EU success in development are that since 2004 the EU has helped 32 million people gain access to improved water supply and 9 million to gain access to sanitation facilities. The number of children dying every day is 23 000, but it used to be 36 000. Those 13 000 children are living because of intervention by the international community. We need to remind people of this, but we can also get the figures down further. Two last things. Firstly, let us hear more about the coordination of aid. The Commission itself took the lead on this and I salute it for doing so. We need to achieve greater coordination between the Union’s institutions and the Member States. Secondly, disaster risk reduction. For every euro we spend, we will save four. Think of the lives that are being lost, think of the damage that is done. Disaster risk reduction is moving up the agenda and I am delighted to see that. Please push it harder because, at a time when we are trying to explain to people that we have difficulty with resources, here is a way to use resources that will give us a better return. So let us focus on coordination and disaster risk reduction. Well done, Commissioner, for the work you have done to date. We have made a lot of progress. Much more needs to be done, but let us build on the progress that has been made. My appreciation to our colleague Mr Kaczmarek for a very good report."@en1
