"Mr President, the financial settlement for 2013 requires a cut in payments to farmers across the EU. The proposal from the Commission to reduce payments to farmers receiving over EUR 5 000 is being presented to us on the basis that it is both fair and equitable. That is the language that they use. My question is: why? How is this fairness demonstrated by penalising farmers who receive over EUR 5 000? This is not fair; it is discriminatory, not only on an individual basis but also on a national basis. The UK is being discriminated against with this measure, which will only serve, yet again, to raise questions about the whole legitimacy of the common agricultural policy. The funds are there to support food production and increasingly to support the environment. Why is food production more important in one country and not another?"@en1
