lpv:spoken text	"I voted to refer this dossier back to the Employment Committee to start negotiations with the Council to try and reach a first reading agreement. I support voluntary participation by Member States in this scheme. I believe it is up to them to decide how to distribute their Structural Fund share into ESF, ERDF, FEAD, etc. Greater flexibility will allow Member States to put the funding into the areas where they need it most. Wales is a net beneficiary of EU funding and it is in the Welsh national interest to ensure that funding is available in the areas that will gain most benefit."@en1
